General Comments/Considerations:

  • It is critical for candidates to have as many opportunities as possible that allow for them to gain practical experience in both areas in which they will receive endorsements. As such, many of the OSPI recommendations attempt to allow for candidates practical experience through their student teaching placements in classrooms related to both of their endorsement areas, in the form of two partial-day assignments to equal one, full-time placement. While it would be ideal for their placements to occur as two, 10-week placements, however we realize this may not be possible or practical.
  • Overall and whenever possible, there should be alignment between the edTPA taken and the candidate’s placement.
  • We’d like the PESB to consider pulling out combinations related to endorsement pairings such as Early Childhood Education (ECE), Elementary Education (Elem), Special Education (Sped), Early Childhood Special Education (ECE/Sped), Mathematics, and Science and have specific criteria to address the competencies covered under these endorsements.
Related Endorsement Recommendations
  • WEST-E: Candidates should be required to pass all WEST-E’s.
  • edTPA: IHE programs should have discretion of which edTPA candidates will take during student teaching. In several instances the Recommended TPA listed should be the TPA available for either of the endorsements.
    • The “OSPI Alignment Recommendations.Feb.2013.FINAL” Excel document provides specifics on which endorsements pairings this is recommended for.
  • Field Placements and Student Teaching*:
    • Field experiences should be required in both endorsement areas prior to certification. 
    • Student teaching should be at the discretion of the program.

Unrelated Endorsements Recommendations
  • WEST-E: Candidates will be required to pass all WEST-E’s;
  • edTPA: Programs will have discretion of which edTPA candidates will take during student teaching. In several instances the Recommended TPA listed should be the TPA available for either of the endorsements.
  • Field Placements and Student Teaching*:
    • Field experiences should be required to satisfy all endorsement competencies in each endorsement area prior to certification.
    • In addition, closer review of field experiences as required by programs may be necessary for candidates exiting with combinations of Early Childhood Education (ECE), Elementary Education (Elem), Special Education (Sped), Early Childhood Special Education, Mathematics, and Science.
    • In all “unrelated” areas listed with the exception of English language arts and Middle Level Humanities, OSPI recommends that student teaching placements (not field experience, interim or practicum placement) be assigned that consist of two partial-day assignments (one in each endorsement area) to equal a full-time placement.
