9:00-9:15 am        Welcome and Introductions

9:15-9:30 am        Housekeeping items:

·        Charge from the Board:

o   PESB Members directed staff to convene a stakeholder’s work group for the purpose of re-packaging the PPA to better reflect the knowledge and skills that veteran teachers possess.

·        Background:

o   It is PESB’s understanding that the PPA instrument was originally constructed by WACTE and OSPI based on contemporary research;

o   WACTE and OSPI created a meaningful PPA to prepare educators who demonstrate a positive impact on student learning. The instrument was based on authentic assessment principles. PESB staff did not find evidence that reliability or validity indicators were employed in the development or implementation of the PPA.

·        Purpose:

o   The stakeholder’s group will review the existing PPA instrument and provide recommendations to the Board related to:

·        Identify which knowledge and skill areas of the PPA may not be needed to determine a certified veteran teacher’s ability to teach in a new endorsement area;

·        Determine sections of the original PPA and its scoring rubric which are more appropriately aligned with the knowledge and skills that certified veteran teachers need to demonstrate to add a new endorsement. 

·        Development of a new observation instrument for use with certified veteran teachers seeking to add endorsements via Pathway 2, tentatively titled Performance-Based Pedagogy Assessment of Certified Teachers (PPA -C)

·        Business rules:

o  Stakeholder members’ attendance will be posted on the website (http://assessment.pesb.wa.gov/home/wk-grps/ppa-c-info)

o  Materials from each meeting will be posted to the website

o  Outcomes from each meeting will be posted to the website

o  PESB staff will ask 2-3 members to be present at the Board meeting to present outcomes, concerns and/or answer questions

o  If there are questions about the process or outcomes, the first step is  to ask PESB staff for clarification

o  Stakeholder members should not send their position/input directly to individual Board members. stakeholders members will be expected to provide public comment via the following established PESB protocols:

·        Public testimony at the PESB meeting or;
