Washington Assessment Requirements for Admission to Teacher Preparation and for Teacher Certification 

 AssessmentPurpose Required for
ACTFL -American Council on the Teaching of Foreign Language
  •  Assesses the proficiency in a target language
  •  Earning an endorsement in bilingual education or a designated world language

Washington ProTeach Portfolio

  • Through the collection of evidence over time, teachers must demonstrate the required descriptions of practice that positively impact student learning.

  • Earning the Professional Certificate by the 7th year of teaching.

edTPA - Teacher Performance Assessment

  • Performance-based standards must be met through direct observation of teaching and the collection of evidence of student learning during student teaching.

  • Students in a state-approved teacher preparation program, during their student teaching to demonstrate their ability to positively impact student learning and meet the residency certificate standards.

WEST-B - Washington Educator Skills Tests Basic


  • Assesses the basic skills of reading, mathematics and writing 

  • Admission to a state-approved teacher preparation program.

  • Individuals prepared and/or certified out-of-state applying for the residency certificate or out-of-state candidates applying to MIT/MAT programs residing outside Washington at the time of application,  must pass WEST-B, CBEST, ESA or Praxis I.

WEST-E - Washington Educator Skills Tests Endorsements



  • Verify content knowledge for the 34 endorsements.· By state statute, must not assess instructional methodology.

  • Adding endorsement to the residency or professional certificate. 

  • Meeting the requirements of NCLB Highly Qualified status if not gained through different means.

  • Individuals prepared and/or certified out-of-state applying for the residency certificate or professional certificate.
