An Informational Message regarding edTPA Membership of your state's IHEs

A Message to Deans,

As you may be aware, a communication regarding the Exploratory Level of the Usage Plan has been distributed to all Deans at institutions registered at the newly updated edTPA membership website.

The default level of Exploratory was suggested as the initial level of membership for all IHEs with handbook access; however, now that some states and/or institutions have policy in place and others have pending policy; some IHEs may be ready for Scaling Up or Implementation level of the Usage Plan membership. These levels of membership are for IHEs planning to have candidates submit edTPA portfolios for official scoring starting in Fall 2013 or Spring 2014.

The purpose of this communication (which is being copied to edTPA Coordinators) is to request your assistance in confirming whether your IHE is interested in changing your membership level to either Scaling Up or Implementation.

If your institution plans to remain at the Exploratory level for the 2013-14 academic year and you have already signed the Exploratory IHE agreement, no further action is needed on your part. However, if your institution will be issued usage credits this academic year (Scaling Up membership) or payment will be processed through the use of vouchers or direct candidate payment (Implementation membership), a new agreement will need to be signed by the Dean or other authorized administrator. The agreement allows access to the Resource Library and Online Community as well as access to all edTPA proprietary materials and conditions for their use.

To change your institution's Exploratory level of edTPA membership, please communicate the request to: by July 22, 2013. In addition, please indicate whether your institution plans to submit portfolios for official scoring during Fall, Spring or both semesters during the 2013-14 academic year.

The following descriptions summarize the intent of the three levels – Exploratory, Scaling Up and Implementation. The edTPA Usage Plan provides additional detail on membership levels.

Exploratory – Appropriate for institutions with a commitment to integrate edTPA into their curriculum and conduct local evaluations while moving toward implementation. No cost except for service if additional site visits are requested. Term of Agreement – 2 years.

Scaling Up – Available to institutions within states selected on the basis of criteria developed by Stanford/AACTE/Evaluation Systems and on track for full implementation. Usage credit support is available through 2015 to a limited number of states or IHEs for full or partial candidate subsidy, as national resources allow. This process is being managed by state policy leads. There is no cost for usage credits.   Term of Agreement – 18 months (e.g., 2 spring terms)

Implementation – Suitable for institutions where edTPA is supported by policy or other campus requirementsPayment by candidates or institutions (via purchased vouchers) is required. Term of Agreement –per state/institutional agreement.

PLEASE NOTE: Institutions may engage in edTPA at multiple levels of membership, for example an institution may choose to use local evaluation (Exploratory) with some candidates and utilize usage credits for official scoring of some candidates' portfolios (Scaling Up). Since the higher level of edTPA usage determines membership, in this case the IHE is considered to be at the Scaling Up level.
